That's about going rate I'd say, even up here in Sacramento. But, Saab heads are pretty durable and unless you have an abnormal situation, there's no reason to include valve guides in the discussion. Out of many dozens of heads I've only replaced guides on one or two. I wouldn't expect it. Same with a resurface - not necessary (or even advisable) unless it's warped.
Hot tank, pressure check, stem seals should run about $150 or $200 IME.
