My hood didn't have any rust; just metal fatigue, so depending how much rust you have, it may affect the "fix." It took about two years of gradually increasing sagging to get the the point that I had to use a stick to keep it up. I thought it was those torsion spring rods that had failed.
Here's what I did:
First I removed hood and laid it on a thick moving blanket on garage floor to avoid damage to the paint. I shimmed the hood so it wouldn't tip back and forth as I worked on it.
After removing the hood lining, I carefully beat the torn metal back into place with a ball-peen hammer. Then, I used a wire brush in my drill to clean the paint off the metal in preparation for welding.
I cut some small pieces of (non-flamable) cement backer board (type used behind ceramic tile, from Home Depot) to place between the hood's hinge/frame and outer skin. Then I filled the hollow area beneath where I needed to weld with water. So I had two heat barriers. I was careful that the water didn't touch the metal where I needed to weld. I was really concerned about NOT damaging the hood's paint. This technique worked quite well.
I chose oxyacetylene so I could control the heat better. After welding along the tears in the sheet metal, I took a piece of 1" x 1/8" x about 2"- 2.5" long flat bar and welded it into place to reinforce the stress point of the hinge. You will be able to see how to best position the reinforcement piece when you get into it. In my case, the orientation of the bar was with the long dimension going L to R and butted up against the hinge. Both of the hinge attachment points were fatigued on my car.
I took the fuel fill door to O'Rielly's to look for paint and found a perfect match for my SPG's Talladega Red. I reattached hood and it stands up straighter than ever now - no more "erectile dysfunction." :-)
