It's likely unrelated. It's probably the clockspring. The clockspring is behind the airbag (which I'm assuming you have if this is an ABS car). The airbag wiring and the horn are wired through it. It's like a computer ribbon and it tears when it get's old. If your SRS light is not on, then I'd try and replace the clockspring before it does come on, as the tools required to reset it are getting hard to access. Be sure you disconnect the battery before you start the job as that will trip the SRS light too.
