new brake booster seems like it's failing

I installed a new (Cardone rebuilt) brake booster about 9 months ago in my 1985 turbo. The new unit was a huge improvement and braking was better than I ever remembered and cured the surging and stalling and drivability issues caused by the vacuum leak in the booster.
With the replacement booster in place, my braking doesn't feel as boosted as it used to be and the pedal is getting hard. But, there doesn't seem to be any vacuum leak symptoms and the unit seems to hold vacuum. I'm reluctant to believe that this new booster is going bad so wondering what else could be happening.
