Not likely it is partially dislodged from the rail unless it suffered some sort of impact, prying or twisting force. Trying to snap it on would be a first step. More likely a few of the rail attachments to the panel (and/or the car) are failing. To remove you have to remove the fasteners along the very bottom of the door and then slide the panel to the rear with the door partly open. They can be reluctant to get moving if they have never previously been removed so you may need to use a rubber mallet or something similar to tap on the front end to coax it to start sliding. Once off, the problem will become obvious. Should be a fairly easy fix and not take very long either.
