One of the headliners I did was pretty beat up. I used some fiberglass resin and some glass and/or bondo hair to reinforce it. Probably a good coat of fibreglass would soak in and give a firmer surface even without the fibres... the headliner is kind of fibrous anyway.
The other one I did not prime at all but is still going strong, though I do try to keep that car out of the elements as much as I can.
