I'll suggest the Jorgen manual rack, it's the bomb. We have it in the racecar, the wider tires for sure provide some resistance, but all in all, that is a very good solution for a no frills rack idea. I think it was a bit over 200 to have it done.
The problem would be for your rack is that with 10 years of non power service, the likelyhood of something inside being worn beyond repair is possible. It will be interesting to see if yours comes back to life after you apply a fluid environment for it.
We took out the bump steer on the racecar that with lowered spring perches by raising the rack about 1.25 inches with bushings and longer bolts. It made a big difference in particular driving through 100mph and the feel of the steering. Must more stable at speed, and the positive feel of the manual rack is tremendous.
