The chain tensioner appears vertically symmetrical at a glance but there is an oil collection reservoir and tiny check valve on the top side of the tensioner housing that allows oil to enter and pump it up. (Note: One side of the reservoir is created by the front main case that the tensioner bolts on to.) Installing the housing upside-down will result in chain slack that allows the chains to eat into the oil trough.
Correcting the problem just requires inverting the tensioner and bolting it back on. I always test the check valve by shaking it and listening for the tiny steel ball to rattle and check flow through the valve by pouring a little solvent in the reservoir area and ensuring that it exits through the main bore. If the ball is jammed at either extreme it will prevent the tensioner from pumping up.
