As Justin pointed out, these are fog lights. The 900 comes wired with a factory fog light option. The switch for this is on the lefthand side of the instrument cluster, at the bottom. As these are fog lights, the circuit is wired to be active only when the low beams are on.
Saab made no allowance for driving lights in the factory harness. The addition of such will require independent wiring as well as switching and some kind of relay. Also, driving lights might benefit from an above the bumper positioning.
Perhaps a search of the board might yield solutions.
