I'm getting ready to rebuild one of my turbo distributors. I bought it as newly rebuilt a couple of years ago and guess what?
It leaked from the first day that I installed it.
You need to replace the inner oil seal.
I believe that most of the big-name rebuilders do NOT replace the inner gasket. The outer gasket is easy to replace but I think most of the routine distributor oil-leaks involve oil leaking along the shaft and not so much around the outside of the distributor shaft that slides into the engine head.

As an addendum, I did a quick test a couple of weeks ago and a Harbor Freight Chain Breaker seems to work for pressing the cog pin out:

But you must be very careful when getting the tool started. I broke the cog on a test old distributor when I wasn't paying close enough attention to the breaker's pin press.
I haven't reassembled my test distributor so I'm not 100% sure but I think the chain tool will properly function for disassembling and re-assembling your distributor.
