A removal and careful cleaning of the governor, including polishing of scratches on the piston with emery cloth, are usually all that's needed to restore proper shifting if the governor is indeed the only culprit. The exception which he may be alluding to is in the case of when a lot of fine metal is floating around in your fluid. If that's the case it's rebuild time. The governor isn't a bad job, 2-3 hrs in my DIY garage. If you have it done, have them adjust the front band while the pan is off.
