I agree with Jeff as to the cause of your boost problem -- you are hitting the threshold set by the fuel boost cutoff valve.
The question is, do you want less boost, or do you want that redzone max boost? It sounds to me as if someone tweaked this car before you had it. It would be wise to consult the previous owner and ask about this!
If you want to have less boost available, the best way is to adjust the wastegate controller, as Raul suggests. It's easiest to put the car onto a lift and reach it from below. Experiment by lengthening the rod a few turns and see where the boost goes; if you limit it below your fuel cutoff pressure level, then your problem is solved.
On the other hand, if you don't have any other adverse symptoms from going that high into the redzone, you can either adjust or disconnect the cutoff valve. People who've been reading this board for a month or two are familiar with my story -- I got stuck under the dash wrestling with mine and had to have my wife rescue me. I later ended up removing the driver's seat for access to the gizmo. My original intent was to adjust my valve, but it proved to be a major hassle, and I ended up splicing the two wires on it together, bypassing its cutoff function. Mine was cutting off halfway into the redzone, and now the Beastie can get past that point without the fuel cutoff.
Good luck to you -- and seriously, see if you can find out what performance mods have been done to your car already. Stock '87 900T's are not set up for redzone boost. I suspect you've got a modified APC and probably oversized injectors, at the very least. If the previous owner didn't keep a maintenance log, perhaps he can tell you what parts he upgraded.
