The warm up period is really to make sure you don't gun the engine (and therefore spool up the turbo) before the oil really gets flowing (to the turbo as well as to the rest of the engine).
The cool down is to let the turbo cool off, so that the oil won't coke. This isn't really a problem with synthetic oils, but other problems can happen, so a cool down is important ('though, like you said, it depends on the driving you've done just before the cool down).
Personally, when I get into my car, the first thing I do is start the engine. Then I put on my seat belt, turn on the radio, etc. This way, I'm not sitting around twiddling my thumbs for 30 seconds. After driving, I throw it into neutral (stick shift), coast into the parking space, and then take off the seat belt, turn off the radio, etc, while the engine cools down.
