I was in the same shoes you were 6 months ago and new CAT did finally fix the problem for good. When replacing mid exhaust pipe, you may wanna consider the new CAT too if still original. You can free up the flow, restore rusty leaky joints as well as fixing heat shield above to prevent popular electric wire melt down. I got aftermarket CAT for under $150 and fits/ works perfect.
My MPG improved from 23 to 29 on highway when I'm in the gentle mood ('91 non turbo) together with new O2 sensor. There is still a lot you can expect from just a 10-year-old SAAB (except that stupid airbag) so give it a try!
For instantaneous light flicking, I would try to CLEAR the memory of diagnosis system after reading all the error codes as detailed in Bentley. In my expreience, sometimes little electrical disturbance/ noise (i.e. changing a instrumental light bulb while engine is on) seems to upset the circuit and trigger the check engine light. When I get the light flashing I read the code(s) and then flashes the memory, and such flick with no apparent reason goes away everytime, and only takes me 5 minutes.
