Cold Idle...Up and down, up and down until warm

I know this is a common problem guys, but hey humor me. 1986 900S 16V. I have looked into the FAQ's but no luck there. I am very competent mechanically but I need a little direction from the Saab Boys/Girls out there. When the car is cold it fires right up and has a steady Idle for a short time and then it starts to "hunt" the idle rises and falls over and over sometimes it will stall (most times lately...colder weather) other times it just barely makes it to warm up. Is this the AIC valve? How do I test mine? I have had it off many times and I can see the little aperature in there and it moves very freely. I belive it should be open at startup and then close upon warmup. Basically a controlled vacume leak. I could be barking up the wrong tree here so...Throw in your two cents...Please.
