unplug the hose from the back of the turbo gauge, and hook up a calibrated gauge and a pump of some sort (minivac on blow, bicycle pump, etc...) and see what your gauge tells you compared to the calibrated gauge.
You should be able to feel whether or not your car is getting turbo boost. Perhaps your pressure switch or overboost switch has been hooked up backwards or worn out in such a way that it now acts like a check valve, so vacuum pressure can be measured at the gauge, but not boost. The break between white and yellow is atmospheric pressure.
