The more load you try to put on the crank pulley (aka harm balancer) the more the pulley section slips on the crankdriven center portion. It must be worn past the shrieking stage or too warm to. I'll bet if you prevented the the alernator and it's belts from turning by appropriately jamming something in somewhere and briefly cranked the engine with the low voltage leads to the coil disconnected, you'd see the inner crankpulleys standing still. Do the white paint line test (one line across all lower pulleys, run engine, then see if they still line up).
