well a stock 900 turbo unit is good for about 20 psi. I know of an 85 spg that runs 18 psi with water injection and an intercooler fan. The car was able to pass brand new Viggens on the racetrack during the saab convention. You are more then welcome to have spg9 take all of your money and build you a motor that you can run mega boost with. The problems I forsee here are A, your engine isnt going to last very long no matter what you do to it if you are running 30 psi on a regular basis. And, I dont know if you have noticed this or not...most saab owners have, but Saab transmissions have a hard time with high hp and torque loads. 20 psi in 2nd gear will take the teeth right off the cog. You might be able to find someone to build you a 4 or 5 speed crash box, but they shift like crap, make a lot of noise, and yes, crash boxes do brake too.
my thoughts woulb be to use a hybrid T3/T4 turbo unit with a watercooling jacket, a custom front mounted intercooler, duct your intake to pull air from outside the engine compartment, and make sure you have all good ignition components. You may gain a little more turbo lag with the hybrid, but you are going to gain a greater boosting capability. your post makes it sounds like you have more money then you know what to do with, and not enough knowledge. If I were you I'd learn a little more about all this stuff instead of paying someone else to do it.
