If you are that serious about it, then just run a good tach. I assume that this is not going to be a road car anyway.
Also, not to put a damper on your enthusiasm, but how are you going to deal with the traction issues? I have a modified Saab that maybe puts down 250, if that, and traction is a very serious problem. I get wheelspin into 3rd gear.
That seems liek quite a steep price to pay too, for 300hp.
This summer i converted my 80 turbo to 16v power. I completrly rebuilt the engine, put on a rebuilt 2.3 head, 2.3 intake cam. 2.1 intake manifold, a 9000 intercooler, cold air intake, water-cooled turbo, EMS manual steering rack, installed APC, and tuned a box by reverse engineering a group 6 box. Added vented brakes, LH 2.2 injection etc... Anyway, i maybe just peaked $1000 on this project, getting a lot of stuff from junkyards, and new parts from TSN sponsors. If you are clever about it, there are a lot of tricks for cheap power on a saab.
Once you go beyond 300hp, you may never notice the difference because there is no way with the stock sized tire to effectively put that much power onto the ground.
