When your steering is lumpy, the problem is frequently caused by a gunked up and corroded u-joint between the steering column and the rack. It often shows up when the weather turns cold, and people put new racks in only to find that the problem is not cured. An easy fix is to heat up the joint with a hair dryer as you turn the wheel back and forth to get the grease flowing in the bearings. Access the joint from the passenger compartment down near the pedals by peeling up the rubber boot at the firewall. You do not have to remove the knee bolster if you are willing to kneel outside the car and twist around under the dash. It helps to get the front wheels off the ground so that a helper can turn the wheel back and forth quickly.
Alternatively, you can remove the joint and heat it in a pan full of grease on the stove, but that approach seemed like too much trouble. I first sprayed wd-40 on the joint to loosen it up but it stiffened up after a couple of days. New u-joints were on indefinite back order two years ago, but might be available now. Anyway, the hair dryer trick worked for me and has gone through two winters smoothly.
