Intermittent starting problem ???

Every 10 or 20 times I attempt to start the '95 CS,
it fails to engage the starter.

When this event occurs, I hear a "relay " chattering
under the dash. When, I attempt to re-start it, it may
take a few attempts to get it started.

The battery and the starter have been replaced in the last
6 months. (not because of these symptoms)
When it does start, the EDU displays around 11 volts.

Any Ideas ???
