As others have said, the extra oil is what was in the filter. Is running 1/2 quart high a problem? Not really. Being slightly over MAX on the dipstick is a good thing. Only if the level gets much too high is it a problem - I'd say more than 1 quart over. Then the crankshaft will hit the oil and whip it into a froth. Not good.
There will be no immediate effect of not replacing the filter, not unless the old filter was really, really cogged. Then if it clogs more, it could go into bypass. But really, short of having no oil at all, running with dirty oil has no immediate effect. The effects will happen miles down the road, with extra wear.
I don't want to tell you how to spend your money, but NEVER do an oil change without a filter change. You can get a decent oil filter for the price of two quarts of oil, or a gallon and change of gasoline. Assuming your car isn't beat to crap, a '97 Aero is a desireable car, worth decent bucks. The three bucks you save today will cost you a whole lot more in a few months if you drop a timing chain.
