Alpine Radio Volume Problem

I recently got my aftermarket Alpine CDA 9883 radio stolen from my 9000 CSE that I had installed at a local Best Buy (yes I know) to replace my aging Clarion head unit. It sounded great. They recently installed a new Alpine CDA 9884 (similar model) to replace the stolen one. It sounds OK, but there is an annoying problem with the volume control. When it is at "zero", no sound. That's good. When I turn it to "one" I can hear a bit of audible noise, and the sound it at a listenable level. At "two" it's pretty loud and at "three", it's blasting.
I feel as though they have something hooked up incorrectly but they can't find anything wrong. It also has a setting to bypass the built in amp and use the HK amp under the seat but when I turn that control to bypass the built in amp, I get no sound.
Does anyone have any ideas on the direction that I can advise these guys to go in to fix this problem?
