My vote is bad ground on the wiper motor. The ground is through the motor chassis, IIRC. I had a similar problem in my '88 9kt some years ago. Solved by running an additional ground wire from the wiper motor chassis to a nearby ground point. I remember something about the rubber bushings for the motor mount wearing out, and there was lots of play, something like that.
