E-brake update (picture)

Guys, I was having this weird problem with my e-brake handle. Half-way through pulling up the handle, it would make a snapping sensation and sound and lurch back even more. I checked out the caliper side of things as suggested here on the forum (pic below).

Both cables were in the caliper arm thing, with their little anchor things still attached. However, the passenger side had about 1" of slack between the metal anchor and the caliper arm (see pic) while the drivers side was flush with the arm, no slack. I took the picture after I pulled up some of the slack in the console adjustment, it was actually worse than the picture.

I then looked in the console under the e-brake and found something a little odd. The passengers side was adjusted to pull up a bunch of slack, while the drivers side was the opposite. You would think the side showing slack at the caliper would need adjustment in the console, but it looks like someone already tried pulling up all the slack possible.

Is there any adjustment inside the caliper that might remedy this? Someone mentioned that, but I haven't had a chance to rip that apart.
