Rear Shock Play

So recently have had a clunking noise coming from the driverside rear shock area(1995 9000 aero). I have verified that its not a loose bolt or anything and nothing associated with the brake pads, no rust. I can grab the car by the rear fender and lift the car on its suspension to simulate the noise I hear while driving over bumps. But every time I had the car in air or a mechanic had the car in the air everything seemed tight. Recently I crawled under back of the car while it was on the ground and realized only then under load that i was able to twist the shock in my hand somewhat making a metallic clicking noise. My guess is the bushing base of the shock has some play in it. Has anyone else experienced this? Is now (180K)time for all new shocks. Thoughts...
