The randomous of the noise could be the belt tensioner. Unfortunately the vidio swims around so much the tensioner can't be seen. How much is the tensioner dancing around? It should be almost stationary. Listen to the tensioner with a stethoscope, rod, or tube to determine if that is the issue.
Usually a collapsed lifter will tap steadily until it fills up.
Could be something dancing around in the flywheel housing.
