A 1/4" tensioner movement is a lot. It is due to unevenness in the belt construction. I went many years thinking this was normal, after all they came from the factory that way. It wasn't until I used Conti belts that a really smooth belt was apparent. When I first put on a Conti the tensioner pulley ran so smooth it looked like a stationary pulley with just a bit of movement. The 1/4" jumping around wears the tensioner to where it can hang up causing the belt to momentarily loose tension and jump grooves. Had a belt squawk when the A/C clutch engaged, and the crank shaft pulley slipped enough to wear a couple groves through to the back side of the belt, and jumped the belt a couple grooves. Replace the tensioner and belt with a Conti (a sponsor has them). A leaking tensioner is a sign that it has issues and should be replaced. Never had a plastic pulley fail, usually replaced them after 50K to 60K miles.
