This is all based on hearsay, as I haven't ever owned a Saab with the B308 - but here goes :
On the plus side, there's no turbo, or related turbo plumbing to leak, coke up, or cause you to spend $500 on a new turbo.
The v6 in the 9000 is largely the same as the V6 in the early 9-5s, and also the Saturn LS cars equipped with a V6. The heads and intake and accessories are all different, but from what I understand, they swap over just fine. I've seen at least one detailed article describing the process of pulling a V6 out of a Saturn and swapping it into a 9000 CDE.
The V6 is less tunable, from what I understand, but given that it's been put in several other varies of cars (Saturns, Opels, and I think the Cadillac Catera), perhaps there's a performance market somewhere out there for it. Given it's rarity in Saabs, though, official Saab spares might be hard to come by.
According to my indy mechanic, the V6 gets a bad rap, but if you know what you are doing, it should run very, very smoothly, and not pose any unusual problems. Be advised, it does have a timing belt, rather than the chain on the I4, so you'll need to keep on top of that maintenance every 60,000 miles.
Lastly - the v6 puts out around 200-210 hp. The Turbo 4s put out similar HP (in full pressure turbo trim) and a bit more torque, while weighing ~150 lbs less overall.
But what 95% of it boils down to is that the 4 cylinder is a Saab motor that can trace it's roots back decades. The B308 is a GM corporate motor that the Saab engineers spiffed up a bit. I honestly think most of the ire directed at the engine is based on it's heritage (or lack thereof), and not it's actual performance.
All that said, I've been curious about getting one myself, but I already have 2 9000's; there isn't an argument that I could conceive of (sadly) that would make it reasonable for me to bring home another.
