Something is really screwed up and what your shop said doesn't really make sense. Erik is right, when you install the cam over the lifters is should touch the lifters. They might need to pump up and will rattle for a while, but they should definitely be touching or as you say the engine will never start. So what happened? It's been a few years since I had the head off, but don't recall there really being much going on other than the cams, lifters, and valves, but it sounds like whoever reassembled the heads left something out, maybe there are some followers or something between the lifters and valves? I really don't remember. Or if you got new valves as part of the work, they could be too short.
I'm a little stunned at your shops response too honestly. Like heck all the valves are bent and it's giving you good compression. Sounds like they wasted two hours to me. In fairness, a lot of shop mechanics, especially the younger guys, aren't really used to dealing with screwed up previous repairs and only work through book jobs, but it seems a little common sense is lacking here.
Honestly, a used head is probably your best bet but I would be REALLY curious to know what the heck happened to your old one.
