I had a Saab tech trainer tell me once that when replacing the seal, the new one should be put at a slightly different position than the original because over enough miles, the old seal will actually wear a tiny groove into the crank end. In that case the new seal may not seal well.
You were correct not to use any sealant on the seal -- it goes in dry -- but you should ensure it goes in perfectly parallel to the crank. If it's not seated correctly (not parallel) it can also produce a leak.
Finally, although the outside of the seal should be installed dry, you should be sure the inside of the seal is packed with vaseline so that the seal is lubricated on initial startup. If not, the seal can get damaged by the lack of oil until things get pumping after the repair. Be sure the vaseline is free of any grit, as you don't want that to get sucked into the oil pump.
You probably followed all the above steps already, but maybe the positioning part of things would help.
Lastly, yes, you should always replace the oil pump cover oil ring any time it's disturbed, so that's a good plan as well.
