Hi John. That cowl cover is just held in place by a few plastic retainer thingy's. If you carefully use a trim tool they just pop out if you can get under the cowl piece. They may break but I just took this off of my Aero before I sent it away. Put a rag on top or something so they don't fly away when they pop out. There might be 4 or 5 retainers. I did the A-pillar rust repair on the same car a winter or two ago. I was having the glass replaced due to a crack and had the glass guy leave it out. Clean off all the adhesive and get after it before it gets too bad. I used Extend after cleaning off as much rust and punky metal as possible with a wire wheel and then POR-15'd over that. I scuffed the POR and painted over the area, no bondo. It was a little orange-peely from the pitting but the rust never came back. Once everything was dry I had the glass guy come back and put in new glass. I left it in thew garage for a week until everything was dry.
