It's handy to have a second 9000 to check how things are supposed to work!
Looking at how the kickdown cable works on my '95 CSE, it is connected opposite and under the throttle cable on the intake and arranged such that it is pulled in by the transmission when the throttle is opened. Then it is pulled back when the throttle is released.
This is not happening with the '97. The cable for the most part just sits there. It terminates on a plastic pulley that doesn't rotate unless the cable pulls it, and that's not happening. (At least that's what it looks like from a quick examination.)
It seems likely that whatever provides the cable pull on the transmission end is not working properly. (Broken spring? Broken cable?) I need more time to look into what's going on.
I found the following video describing operation of the ZF 4HP18 kickdown cable inside the transmission in a Citroen. I believe on the 9000 the valve body is on top of the trans and you need to take the cover off to access it?
