I decided to gamble some trans fluid and wrenching time and installed the Fastenal spring to see if it would make a difference. Also cleaned up the spool valves and bores that were reachable by taking off the valve body end plates.
No good, still no reverse gear. Didn't test anything else, aside from seeing that drive engages. At least nothing seems to have changed and there were no bad noises, so I don't think I made matters any worse. It's sure not looking good though. If I could find a hydraulic circuit diagram for this transmission that might help by seeing what happens internally when reverse is selected instead of working blind.
Also, the response I got from Cobra Transmission Parts regarding their valve body kit was "Unfortunately unavailable with no ETA." These parts seem to be made of unobtainium, at least here in the U.S.
There is a troubleshooting flowchart from the Saab shop manual available at Townsend. For symptom "No drive in position R" it states to clean the governor and check O-rings (done) - if still not working "Replace valve body."
(Edit: And I see I referenced that Townsend manual page in my original post. Memory is the second thing to go. I forget what the first thing is.)
