It should be colder than that, though I'm not sure what the factory specification is. I have not measured the outlet temperature on my '95 CSE but it feels ice cold even on a very hot day.
As general rule of thumb, at 80 degrees ambient temperature you should probably be getting about 40 degree air from the outlets. You'll probably want to hook up a gauge set to see if your AC system is low on refrigerant. It's also possible the blend door is malfunctioning and mixing in air from the heater core.
