I have had two '94s and both have had a thermoswitch in the right (US passenger) side of the radiator near the bottom - it is a two-temperature switch with a three wire insulated pigtail and connector attached to it; the original switch terminates with wires/connector, some aftermarket parts have male spade connectors and you have to make up some jumper wires. Note that the one listed on Eeuroparts for a 1994 car is a two-wire switch, which is not correct.
These can and do fail, particularly if it is a cheap aftermarket part, i.e. has been previously replaced. However, I would start by inspecting the attached pigtail wires for damage (it's hot near the turbo!), then with replacing this switch. You might also want to look at the harness wires that attach to this switch, as they are very thin and live in a corrosive environment under the radiator - I had to replace one of the connector sockets that you plug the pigtail into - lucky that I had one available, as they are not that easy to find.
