Looks like the hub assembly needs to come out to attach what they are calling the Protecting Plate" - see link. Possible to cut a notch in the narrow side and slide it in, but the four hub attaching screws still need to be removed.
You can probably find a used piece somewhere if you really want to replace it. In addition to being in the rust belt, it's possible that the plate got covered by brake fluid (leak or changing a caliper?) which stripped off the paint and left it more vulnerable to rust.
