The ACC doesn't need a direct reading of the coolant temperature. It just needs to know if the air is warm or cold near the heater core and evaporator. It gets that information from the mixed air temperature sensor.
You know the ACC unit is good because you have the same problem with two units.
You know the outside air temp sensor is good because the displayed temperature is accurate.
You know the cabin air temperature sensor is good because the ACC is reducing the fan speed as it should when the cabin temperature is close to the set point.
Your ACC is acting as if the mixed air temperature sensor is saying the air is hot when in fact the air is cold. Either the sensor has gone bad or there's a problem with the wiring or corrosion on the sensor's pins.
