The price sounds high, these cars are not "collectibles"; it's now a low mileage, 31-year-old car that needs a hard-to-find part to make it drivable. One of my other cars is a 1989 Volvo 740 Turbo with only 108,000 miles and I know that it's not worth near $4800.
That said, there are substitute parts for the brake accumulator, if it's the same one as used in similar aged C900s - something like a Jaguar or Buick Riata accumulator works (my brother needed one for his C900 convertible). If you're interested, take a look on the C900 bulletin board.
Maybe search for 9000s in southern California?
