Hella isn't exactly an unknown brand for electrical components - used to be known for very high quality lighting, made in Germany.
Where is this voltage regulator made? I'm guessing China, as I recently bought a replacement Hella fuel pump relay and it was made in China. Of course at my local auto parts store I actually couldn't find this type/configuration of relay NOT made in China, so not much choice.
It is possible to test the ELECTRICAL function a voltage regulator outside of the alternator - many parts stores have a simple device to do so. On the other hand, this is an electromechanical piece, i.e. the brushes have to contact the slip rings in the alternator properly to function, so there may be something amiss there. Are you sure that it got inserted and screwed down properly?
