When you replaced the voltage regulator, did you use a genuine Bosch part or a cheap aftermarket unit? I made the mistake of buying a cheap voltage regulator decades ago, it lasted for a matter of days, so two years out of a cheap part may be generous. It's also possible that the slip rings on the alternator are scored and worn, not making proper contact.
Low voltage will lead to increased current draw on the fan, which may explain the fuse blowing.
