Just finished fixing mine last week. Take off the t-valve and drip a bit ot wd-40 or marvel mystery oil into the valve. Loosen it with a piece of wire or vacuum pump. If you jack up the car and pull off the bottom panel under the washer you'll be able to get at the t-valve.
