Max Boost increases with drop in outside air temp

I recently installed a calibrated boost gauge in order to gather info about the health of the turbo system in my '88 9Kt. I have always thought that the car ran better in colder weather, and now I have proof. When the outside air temp is above 60F or so, the max PSI during heavy boot rarely exceeds 7 PSI, and the boost rises slowly. During this recent cold snap, with outside air below 45F, Boost pressure quickly climbs to 10 PSI. The car is very responsive to the pedal. Could this be a sign of a faulty AMM? Or is this "just the way it is" with turbo cars and air temp?
