It sounds like the resistor pack on top of the blower fan has disintegrated. I just replaced mine last Summer.
Test: Only if your experinced electrically, take a multimeter and measure amps going across the fuse for the blower motor. If the amps vary at each speed (1,2,3,) it is not the resistor pack. If amps do not vary, the resistor pack is defintely the first suspect.
Other suspect would be the blower fan itself (I would doubt that right know) and a general rule of thumb is always to check connections (make sure all connections are properly connected to the blower fan) first!
