even when you remove the hose to the wastegate from the BPC solenoid, did you try a bit more gas to make sure it really won't go into red ? Assuming your MAP is working, you should be able to hit fuel cut off by overboost.
If you have tried flooring the throttle and the car still doesn't hit fuel cutoff, then maybe there is a leak on the pressure side plumbing. Look closely at the pressure side see if any of those big rubber hoses has a crack which may release pressure when the turbo spools up.
If there is a leak on the pressure side, you would notice some whoosing noise due to the leak (other than the turbo bypass valve) when you drive the car.
Does you car run fine otherwise, no rough idling, or stall when you back off the throttle ?
