if it is binding. You should be able to pull the rod away from the actuator pot. It doesn't move much half an inch or so.
The wastegate is always (partially) opened. When boost builds up, the wastegate actuator opens the gate more to release pressure to prevent overboost. The BPC solenoid modulates the amount of air going into the actuator bellow to control boost level.
I'm guessing here, one thing I can think of is maybe the actuator rod was not adjusted properly by previous owner or mechanic after a repair job. The base boost level is currently set at wide open.
