(1) your boost gauge is working (true ?). It does move when you start the car and give it gas right ?
(2) your BPC solenoid probably works, it buzzes.
(3) the car runs fine otherwise.
(4) no apparent air leak on turbo plumbing.
(5) no boost above base boost even when wastegate hose from BPC disconnected.
Adam, can you go underneath the car and make sure the wastegate actuator rod is connected to the wastegate ? If it is disconnected, you get base boost only. If it is connected and the pin that holds the rod in place is not missing, then I would suspect the actuator rod is not properly adjusted due to some previous repair work.
Adam, are you trying to fix this yourself or have someone look into it ? You need a calibrated gauge to re-adjust the rod. Ask Robert Davies if he can send it to you if you are doing it yourself.
