let us ponder this for a minute....
Facts (anyone who disagrees please post, as I said I'm a theoretician :-P):
(1) The wastegate itself is spring loaded to open wide if no actuator is attached, a safety feature I presume.
(2) The wastegate actuator is spring loaded to only allow minimal opening of the wastegate. The actuator should extend to open the wastegate when boost is approaching max boost.
Adam, if you can move the actuator rod with ease, then either the rod has detached from the actuating machanism or the actuator spring is broken or really weak.
I can move the rod by one hand but I have to hold the rod really tight and I can only able to move it out about half an inch or so with much force.
If you have a trusted Saab mechanic and have available a similar car, then you can compare the wastegate/actuator and see if you have a weak or broken actuator by just pulling on the wastegate mechanism.
