The heater core is always hot in the 9000. There is a flap that directs air either straight from outside (cold) or over the heater core(hot). The flap mixes the cool and heated air.
There are a bunch of things that can go wrong. There is a servo in the dashboard that has an arm, the arm has a wire on it that runs through the firewall to a arm on the flap. If the servo isn't moving, then the flap won't move. Set the ACC to full cold, (LO), then HI. Do you hear a servo run in the dashboard? If so, the servo is probably OK. Open the hood. On the right (passenger side), right below the windshield there is a horizontal plastic cover. Remove it (two screws, some clips). In the middle of the car is a box with a grill on it - it contains the heater core and fan. Look to the right (passenger side) of that box, and you'll see a short shaft with an arm on it, and a wire from the arm dissapearing into the firewall. The most common problem is for the end of the arm to break off. If the arm breaks close to the shaft, you need to replace the flap, which is very expensive. But Saab makes a repair kit if the arm is broken near the end - it's about $8, and it's called the Air Mixture Flap repair kit (or similar).
