You could sand the intake, but since it naturally has a bumpy texture, you'll essentially make it flat and shine like chrome. I can assure you that is a lot of work, and your fingers will be rubbed raw. My intake was burnished in 1989 and still looks good to this day. Burnishing involves putting it in a washing machine type device with a soap solution and little metal flying saucer looking bits. I had a friend back in the day who worked at a facility that had the equipment to do it. They also did chrome/nickel plating and did a few pieces for me. The valve cover I had done by someone else, and he charged me $50 - it was done about the same time frame as the intake manifold.
My weapon of choice can be seen in the picture - die grinder with a fine wire wheel.
